New county board member takes seat, new sheriff introduces staff

    With a handshake from county clerk Barb Link, Jim Findley of Kewanee took his place on the Henry County Board Tuesday, Jan. 11. He fills the position left vacant by the resignation of Ron Salisbury.

    Findley has been a life-long resident of Henry County and is a retired IDOT equipment operator currently working part-time for Black Hawk East College, Kewanee.
 
   Sheriff Jim Padilla came before the board and thanked the public safety committee for its recent tour of the jail.

    In order for the board to better know members of his department, Sheriff Padilla introduced his command staff: Rachael Kessinger, office manager, who has been with the department for 13 years; Bob Streight, jail administrator, has been with the department since 1989; Sgt. Greg Strandberg, second shift patrol sergeant; Lt. Kerry Loncka, patrol lieutenant; Sgt. Sue Cervantez, Black Hawk Area Drug Task Force; and Jackie Floming, communications supervisor.

    Padilla explained that promotions were often handled in the office with the officers’ wives pinning on the new badges and adding new chevrons to their shirt collars.

    “It’s usually a case of ‘here you go, go to work,’” he said.

    During this meeting, Glen Hampton was promoted to third shift sergeant, with new Chief Deputy Jeff Happach filling the key position formerly held by Sheriff Padilla.

    Finance committee chair Dennis Anderson made a motion to amend the budget for the zoning/building department in order to add $6,000 to cover the increased work load caused by Invenergy filing building permits for new wind turbines. Motion passed.

    Also passed was a motion for the county to opt out of the new $5 electronic citation fee. Anderson explained that this is a pilot program with only one county experimenting with this procedure thus far.

    The planning/development committee renewed the FEMA plan that will allow Henry County residents to receive flood insurance.

    The communications committee is researching projects that include: a wireless courthouse, digital overhead projection and a rewrite of the Henry County Web site.

    Board member Jon Zahm was appointed chairman of the newly formed ad hoc committee for reapportionment, with Member Jim Eccher as secretary. Also on the committee are members: Bill Preston, Jerry Thompson, Jesse Crouch and Jan Weber. Barb Link will serve as an advisor without voting rights. County Board Chair Tim Wells is a voting member on all committees.

    They need to make their recommendations by the May board meeting, so it can be voted on in June.
